Bill on appointment of co-op officers approved

THE HOUSE of Representatives has approved on second reading a bill seeking mandatory appointment of a cooperative officer in local government units (LGUs) to ensure "safe and viable" growth of the cooperative movement in the country.
House Bill (HB) 5567 amends the Local Government Code of 1991 mandating the designation of a cooperative officer in every municipal, city and provincial local government units. Under Section 487, Article XVII of Republic Act 7160, the appointment of a cooperative officer is optional for the provincial and city governments.
Cooperative-National Ating Koop party-list Rep. Isidro Q. Lico, author of the bill, said the officer will be specifically tasked to promote the concept of cooperativism as a practical vehicle for economic growth.
"The principle of cooperation is as essential as it is helpful among workers to ensure that their livelihood and income are secured and further help them and their families live a sustainable life," Mr. Lico said in a statement.
Confederation of Cooperatives party-list Rep. Jose R. Ping-ay, another author, said the bill "provides linkages in order to enhance the viability of cooperatives as an economic enterprise and social organization." The measure gives the LGU the option to either appoint/designate an incumbent employee to attend to the cooperative affairs in the locality or create a position for cooperative development officer. -- N.
